BIPE and the environment and the economy of administrations

In Western Europe, and particularly in the Euro zone, there is strong pressure towards convergence at the level of the economy of administrations. However, this pressure is exerted on very different models. Public actors, especially at local level, have two main ways to act: public investments and the methods of managing public services; the reform of delegation methods falls within this context.

The economy of administrations is directly linked to that of delegated services, notably as regards the environment. In the latter sector, the regulatory constraints, new demands of society and new management requirements have an impact on the economic balance of polluting industries, and the eco-industries. This context is favourable to the emergence of new actors and the repositioning of traditional actors.

BIPE has developed special expertise in the economy of administrations and delegated services, in particular those related to the environment.

In the area of the economy of administrations:
  • we monitor systematically local authorities investments. We also observe new demands from the different sectors of the populations which serve as a basis for further reflection to anticipate the services required at local level;
  • we have developed special expertise in the analysis of public policies : we help the public authorities to anticipate or evaluate the impact of their actions and we help companies to take such impact into consideration in their strategic thinking or marketing reflections.

In the environment sector, we have developed special expertise in water and waste management. We work for public authorities (Ministries, ADEME, local authorities), their institutional partners (Eco-Emballages, Water Agencies) and the industry. We analyse the economy of the different sectors (constitution of prices, economic balance, growth prospects), to accompany their growth.

BIPE’s capacity to elaborate and co-ordinate macro-economic and sector reflection enhances our analysis of environmental markets. We also produce economic forecasts on all the business sectors linked to the environment. We co-ordinate Enviroscope, a Club devoted to reflection on the development of these markets in Europe, gathering the main service providers in these areas. This scanning allows us to identify growth sectors, which are likely to attract new services. It enriches our marketing and commercial reflection.
